Administrative history

exploitation of the new Proton Synchrotron currently being built at CERN. His plan introduced the first proper system for taking overall decisions on which experiments would run at CERN. Various preliminary measures in 1959 had facilitated discussion between users' representatives, but in Autumn of 1960 Adams decided to reorganise the system by creating three Committees, one for each experimental technique used: emulsions, bubble chambers and electronic.

All experiment proposals, whether coming from within or outside CERN, had to be submitted to one of these Committees. The Chairmen of these three Committees plus certain senior research staff of CERN would together form the Nuclear Physics Research Committee (NRPC) which aimed to define the entire programmes for the Proton Synchrotron and Synchro-Cyclotron machines.

In October 1960, the names of Powell, Gregory and Salvini were accepted as chairmen of the Emulsion Committee (EmC), the Track Chamber Committee (TCC) and the Electronic Experiments Committee (EEC), and the committees came into operation in 1961. In fact, there was some delay in finalising the role of EEC, and in 1962 it was decided (following proposals from Salvini) that it would operate in a different way to the other two Committees. Its functions were largely taken over by the NP Division (which is why Preiswerk and others generally Chaired the meetings rather than the official Chairmen such as Salvini). Furthermore, although the EEC would be expected to pass independent judgement on the proposals it received it would not make the final choice, this becoming the responsability of the NPRC.

In 1964 Nuclear Structure Committee (NSC) was set up. The aim of NSC was to discuss and to decide on experimental proposals in the field of nuclear structure research; and to provide some co-ordination between the groups inside and outside of CERN, that part in the nuclear structure programme at the SC.

In 1966 the EmC and NSC merged and became the Physics III (PH III) Committee.

In 1976 the EEC became the Proton Synchrotron Committee (PSC) while the PH III Committee was renamed the Synchro-Cyclotron Committee (SCC).

In 1978 the PSC and the SCC fused to form the Proton Synchrotron and Synchro-Cyclotron Committee (PSCC).
